The success of ‘the Surge’ is becoming almost received wisdom in the U.S. This is strange since, if the U.S. strategy did win such an important victory, why do America generals need more soldiers, currently 147,000 of them, in Iraq than they did before ‘the Surge’ started? But belief in this so-called victory is in keeping with the American tradition of seeing everything that happens in Iraq as being the result of actions by the U.S. alone. The complex political landscape of Iraq is ignored.

U.S. commentators have never quite taken on board that there are not one but three wars being fought out in the country since 2003: the first is the war of resistance against the American occupation by insurgents from the Sunni Arab community. The second is the battle between the Sunni and Shia communities as to who should rule the Iraqi state in succession to Saddam Hussein. The third conflict is a proxy war between the U.S. and Iran to decide who should be the predominant foreign power in Iraq. The real, though exaggerated, fall in violence in Iraq over the last year is a consequence of developments in all three of these wars, but they do not necessarily have much to do with ‘the Surge’. In Pakistan last weekend's grim pictures of 47 people killed by a suicide bomber in Parachinar have been followed by clips of nervous people at the election booths voting in these critical elections amid the threat of violence. Did I say people? I should have said 'men'.

The politics of cultural despair whether being acted out in Islamabad or the Lebanon, in Baghdad or in Kandahar, in Dili or in Gaza is the province of men. Look carefully at these newsclips and find even one woman acting as protagonist or antagonist; even one woman at all, and you'll see what I mean. Tell the men the women are missing!

What we see is the result of a catastrophic loss of trust in the West. It goes well beyond economics and finance. It is the sincerity of political leaders of the West that is at stake. If those in power in Washington, London and elsewhere cannot be trusted on the critical matters of war and peace, law and justice and treatment of different sections of their own populations, their ability in other areas is bound to be questioned. The leaders of America and its allies have simply become captivated by a doctrine that leaves their economies at home, to be run by the large private institutions that they befriend, while they themselves go and fight wars abroad.

Today, America's wars are financed by money borrowed from China and the oil-rich Gulf states which are awash with petrodollars... And countries like China, Russia and Saudi Arabia, which have accumulated huge reserves in U.S. dollars, don't trust the West. The resentment in the Arab world against the treatment of Muslims by the West is strong. And the government of Iceland criticizes its 'friends' for not doing enough to help it and looks towards Russia to bail it out.

Journalist Laura Rozen spoke with Joseph Cirincione, director of nuclear policy at the Center for American Progress. Cirincione says "In attacking Dair el Zor in Syria on Sept. 6, the Israeli air force wasn’t targeting a nuclear site but rather one of the main arms depots in the country. Dair el Zor houses a huge underground base where the Syrian army stores the long and medium-range missiles it mostly buys from Iran and North Korea"... Cirincione says that there is a small Syrian nuclear research program, which has been around for 40 years and is going nowhere....

So what is really going on here? Cirincione told the BBC that "This appears to be the work of a small group of officials leaking cherry-picked, unvetted 'intelligence' to key reporters in order to promote a pre-existing political agenda." The preexisting political agenda may be promoting a war with Syria and/or Iran, or torpedoing negotiations between the U.S. and North Korea. In answer to the question about the causes of the Democrats' failure to stop the war, I say: they are the same reasons which led to the failure of former President Kennedy to stop the Vietnam war. Those with real power and influence are those with the most capital. And since the democratic system permits major corporations to back candidates, be they presidential or congressional, there shouldn't be any cause for astonishment - and there isn't any - in the Democrats' failure to stop the war. Nonetheless, a new cold war seems unlikely. To evaluate the prospect, we should begin with clarity about the old cold war. Fevered rhetoric aside, in practice the cold war was a tacit compact in which each of the contestants was largely free to resort to violence and subversion to control its own domains: for Russia, its Eastern neighbors; for the global superpower, most of the world. Human society need not endure – and might not survive – a resurrection of anything like that.

A sensible alternative... has recently been given by former Israeli Foreign Minister and historian Shlomo ben-Ami, writing in the Beirut Daily Star: “Russia must seek genuine strategic partnership with the US, and the latter must understand that, when excluded and despised, Russia can be a major global spoiler. Ignored and humiliated by the U.S. since the Cold War ended, Russia needs integration into a new global order that respects its interests as a resurgent power, not an anti-Western strategy of confrontation.” [More] . . read more

But wait a minute. During the Cold War, before it collapsed in a heap of rubble, the Soviet Union was a country of nearly 250 million people. Its mighty Red Army had defeated the German Wehrmacht in World War II. The USSR had tens of thousands of nuclear bombs and it had missiles bigger than ours, capable of lobbing 20-megaton bombs on American cities. It held half a dozen European nations of ancient lineage captive, and financed dreaded revolutionary forces around the globe. It had a nuclear submarine fleet that was better than ours, and that was equipped with sea-launched missiles that could be fired at U.S. targets from locations only minutes from our coastline.

Iran, in contrast, is a poor country of 70 million. It has no nuclear weapons. It has no missiles capable of carrying nuclear warheads, much less of carrying them halfway around the world to U.S. targets. It hasn’t conquered or even attacked another country in centuries, and seems to show little interest in doing so (it couldn’t even defeat Iraq, a country less than half its size, which attacked it in the 1980s). Its navy consists of little boats more suitable to towing water skiers than to fighting American carrier battle groups.
